— WHY IS THIS NEEDED?
Fluticasone (ICS) + Salmeterol (LABA) combination — gold standard for asthma and COPD therapy:
• Drug delivered directly to lungs, so particle size critical for both components
• Fine Particle Fraction (FPF) — fraction of particles < 5 µm capable of reaching alveoli. Low FPF = low efficacy
• MMAD (Mass Median Aerodynamic Diameter) — median aerodynamic diameter. Must be < 5 µm
• Dose Uniformity — each inhalation must contain exact dose of both substances. Variation unacceptable
• Water: For Dry Powder Inhalers (DPI), low moisture (<1%) is critical, otherwise powder clumps and fails to disperse
• Microbiology: Requirements stricter than tablets. Absence of Pseudomonas aeruginosa and Staphylococcus aureus mandatory (severe lung infections)

This document defines user requirements and functional specification for the quality-control utility. It supports deployment discussion, IQ/OQ preparation and QC workflow integration.

1. Scope

The Fluticasone Salmeterol Quality Checker utility is used for Fluticasone Salmeterol. The actual input.csv is the source of truth for the input structure; control criteria are defined by the executable and the domain description.

The utility does not use machine learning; decisions are produced by deterministic rules.
