— WHY IS THIS NEEDED?
Budesonide (ICS) + Formoterol (LABA) combination — gold standard for COPD and asthma therapy:
• Drug delivered directly to lungs, so particle size is critical
• Fine Particle Fraction (FPF) — fraction of particles < 5 µm capable of reaching alveoli. Low FPF = low efficacy
• MMAD (Mass Median Aerodynamic Diameter) — median aerodynamic diameter. Must be < 5 µm
• Dose Uniformity — each inhalation must contain exact dose. Variation unacceptable
• Microbiology: Requirements stricter than for tablets. Absence of Pseudomonas aeruginosa mandatory (causes severe lung infections)

• API Content: 90–110%
• FPF (for both components): ≥ 30–40% (depends on delivery device)
• MMAD: ≤ 5.0 µm
• Dose Uniformity: RSD ≤ 15%, individual dose range 75–125%
• Microbiology: TAMC ≤ 100 CFU/g, TYMC ≤ 10 CFU/g, absence of E.Coli, Salmonella, Pseudomonas
⚠️ Note: Utility accounts for inhalation form specifics. Aerodynamic parameters (FPF, MMAD) measured by cascade impactor. If particles too large, they deposit in oropharynx and do not reach lungs, causing side effects (thrush, dysphonia) without therapeutic effect. Absence of Pseudomonas is mandatory pharmacopoeial requirement for non-sterile inhalation products.

URS & FS — user requirements and functional specification
This document defines user requirements and functional specification for the quality-control utility. It supports deployment discussion, IQ/OQ preparation and QC workflow integration.
1. Scope
The Budesonide Formoterol Quality Checker utility is used for Budesonide Formoterol. The actual input.csv is the source of truth for the input structure; control criteria are defined by the executable and the domain description.
The utility does not use machine learning; decisions are produced by deterministic rules.

10. QA/QC, CSV and change control

- Column names must not be changed without updating the validator and test scenarios.
- The source CSV, output.json and utility version should be stored together as an evidence package.
- Any change in control rules must go through change control and repeated OQ scenario verification.
